I Want to make a Digital Magazine

I work at a magazine and we want a digital copy available on our website. We currently use bluetoad.com and they do a great job but we don't want readers to leave our site so we want the digital doc stored on our server accessed only through out site.

My first suggestion to the publisher was a PDF. He's concerned about download time. I remember, years ago, there was an option for "page at a time downloading" that I can no longer find.

We would, of course, like the quality to be good as well. I don't want a "small, fast copy" and a "slow, nice-looking copy" like publications have done in the past.

Any suggestions? I've googled "digital magazine" and found lots of good looking services that don't get back to me with questions I need answered such as "can we host it ourselves?"

Would Flashpaper work?

Also, our workflow creates each small section of the magazine in separate PDFs which are combined when the magazine is finished. We don't use chapter/books or one single document.

Also, I'd prefer a process I control - an app I can use to produce the digital document myself.

Any suggestions would rock my world. TIA.
